Version 18.1 INDD Control panel issues

The most recent of INDD doesn't allow me to use the following items highlighted in the control panel. You can see the cog and the hamburger menu however, they cannot be clicked on. Has anyone else had this issue and found a fix?

Check your UI Scaling and set it smaller as a test. If that doesn't work, reset your preferences.
