Hello. I want to open saved files in InDesign CS16.1. What version of the program do I need to buy?

You mean, the files were saved from version 16.1 (not CS16.1)- also called InDesign 2021? And now you want to license InDesign? There is no choice of version to buy. You can only subscribe to get InDesign, and you will get the latest version. You could also install one version before that. So you can install either InDesign 2023 or InDesign 2022 (today, as I write in 2023).

Ok, now the important thing is that you can OPEN the file in any LATER verson of InDesign. So you can subscribe today and open the file. But you can't save it back to collaborate with someone still using InDesign 2021 (16.1)!

You need to subscribe to InDesign, so you have a later version than 16.1. Old versions cannot open new files. (You could have asked the person with 16.1 to save an IDML file; that COULD be opened in older versions. But you cannot do this without a later version).
