I tested this on Windows 11 with InDesign 21.2 on my end and it worked as expected, so this may be specific to your setup. As a next step, could you please try manually resetting your InDesign preferences and then test the behavior again? If the issue still persists after that, please share a screen recording showing your full workflow from applying the effect to scaling the object, so I can review it with the team.
