what is the best way to trace or recreate these images from a pdf in illustrator?

Why not simply Place the PDF files? or is this really an Illustrator question you've posted in the InDesign Forum?

Though it not an all-purpose PDF editor, most likely you will be able to open the PDF file successfully in Illustrator to copy the shapes.
