What is the shortcut key in InDesign to adjust line spacing in 0.10 points?

I don't think there is one. But there are (assignments on Windows) —

Increase/Decrease Leading (by 2pt)  — Alt+Up and Alt+Down

Increase/Decrease Leading by 5x (10pt) — Ctrl+Alt+Up/Down

 

That base value (2pt) is scalable in the Preferences | Units @ Increments pane.

To clarify, simply change that to 0.5 instead of the default 2 pts. and away you go...
