Why does adding outer stroke to table moves last row to next frame?

Possibly a basic question: I have a new A4 document, single page, 1/2in margins on all sides (the default A4 doc). I added a table that spans the whole first frame. When I add an outer stroke to the table its last row gets moved to the next frame. Why is this happening? And what can I do to prevent it? 

On a side note: is it just me, or I find tables in InDesign to be its weakest point? I find them very counterintuitive and hard to manage. I've watched a few MAX tutorials on them, and yet I do not feel comfortable.

I also hate InDesign tables. Is it possible that the weight of the stroke is just enough to make the entire table taller than the sapce in the frame? You can check this by selecting the frame and making it just a tad taller.

    This is indeed what is happening! 

    I thought I could control the stroke like a normal frame (you know: inside, middle, outside), but I couldn't ever select the table's frame so that it would properly show in the Properties panel. 

    It gives the idea of how powerful a feature it is, but then it is so unwieldy! 

    I used it to create flash cards, but quickly realised that was not the best way.
