Why merge borders and shading?

Hello all,

Just come across a situation I hadn't encountered before. Say I have three consecutive paragraphs and I want a border around them all. The top and bottom have the same style, and the middle has a different style, but the border settings are all the same, so Merge Consecutive Borders and Shading with the Same Settings works fine.

But what if I want to have shading on the middle paragraph? The border options are still the same, but since shading options now differ, the consecutive border is broken!

Of course, the option is just doing exactly what it says: Merge Consecutive Borders and Shading. But why are these options linked? Why would InDesign want to prevent users from having consecutive borders, but separate shading (or vice versa)?
