1240 photos stuck syncing

the number keeps increasing as i've added more photos over the past few months, but there are 1,240 just stuck syncing. there's no error message. i've looked up in this forum similar problems and tried just about every solution provided and none of them seem to fix anything. there's no photos in the deleted folder. sync activity in the preferences setting show 0 for uploading, downloading, but 1,240 pending.

i recently cleaned up all my online files, but because of those pending files, it never synced with creative cloud. the problem persisted well before i cleaned things up.

now it's showing in settings there's 6,425 photos synced, but only 5,883 photos in my actual library. i don't get how this got this messed up. lightroom and lightroom mobile are fine. it's just classic. i've tried uninstalling and reinstalling and it just picked up where it was before.
