Activation failed - unable to deactivate dead PC

I have Lightroom 6 installed on my Windows 10 laptop and had a previous installation on the same machine until the hard drive failed.  I've installed on the new disk but I can't activate Lightroom as i receive an error message saying the serial is already in use by the maximum number of machines.  If I log in to my Adboe account there are no machines activated.

 

As I can't deactivate the previous installation as the hard drive is dead what can I do?

Support for Lightroom 6 ceased over three years now so it's not possible for you to do that online and you need to contact Adobe support via chat and request their assistance.
