I am using lightroom classic trying to turn a little girl frowning into a smile. I cant figure out how to do it.

Try this in Photoshop using the "Face-Aware Liquify" filter

Yes I'd certainly agree with Denis here.

Go to Photoshop and investigate the use of meshes for this outcome.

You appear to be suggesting to have Lightroom Classic do "physical distortion" to an image. As far as I know the application does not provide any such option.
