After crash, LR 5.7 won't open. Getting Welcome window that I can't access with dialog box

Had a memory-related crash, and had to reboot. When I start LR 5.7 now, nothing happens. If I mouse over the shortcut, I see a Welcome To Lightroom window, with a text box to enter your country/region. I cannot make the window active, though. I tried opening a backup catalog, and got the same result. I'm guessing maybe the program itself got corrupted. If that's the case, how can I fix this? Running Windows 10. LR is one of several editors I use, but it contains my only full active catalog. Help!

Do you have two monitors configured to your system, but with only one enabled or connected?

Don't know if this is of any help in diagnosing the issue, but this is the window that appears upon running the executable. I can't actually access the actual window, I can only see the thumbnail when I mouse over the LR shortcut. I did a screen grab to capture it.

You, Sir, are a genius. Don't know how that didn't occur to me. It showed up on my 2nd monitor, and I'm going through the dialog now. Fingers crossed, that it will straighten out the mess. Will post a progress report. Thank you!

Rick, I had a tough time figuring out which board to post this on, originally. Version 5.7 seems to be the orphaned child here.

I assume you are using the 'ancient' stand-alone version 5.7

In that case I might suggest you make backups of your Catalog/s (including the current .LRCAT file), then do a Clean sweep of Adobe files from your system before re-installing v5.7

Thanks, Rob. Yes, I still use LR 5.7 for my cataloging, and some basic editing. I tried restoring the entire program directory from a backup, but that didn't work, so I'm thinking registry now - looks like the SOFTWARE file has changed today. Haven't figured out how to compare a live registry hive to a backed up one yet. My other issue is I don't have a way to reinstall 5.7, and they don't support it anymore. Quite the conundrum, huh?
