LR sometimes soils its preferences file, and resetting it can fix all sorts of wonky behavior, including symptoms similar to what was reported above. That article explains how to restore the old preferences if resetting doesn't help. Just because resetting didn't help @willthisnamedo doesn't mean it won't help you.

If that doesn't help, please do the menu command Help > System Info and copy/paste the entire contents here.

There isn't a crash dialogue. I can shut down lightroom fine and it's ok on restart for a time or it can happen straight away. I have to wait about 10-15 seconds before I restart it again or nothing happens.

My adobe account and my emails are the same. there's no other email associated with my adobe account.

It doesn't make any difference, I tried most logical things. I've been using Lightroom for 14 years now.

Removing all previews fixes it and it's actually faster without them.
