Artistic Presets Software

In the past I have been able to open a software application from within Lightroom that gave me access to all kinds of presets. My favorites were adding artistic effects such as transforming my photos into Impressionist art and and adding lighting effects. Most of the presets had been added by users and I could sort by popularity. For the life of me I can't remember which program it was. Can some help?

    If there is a Windows version- I would also like to know!

    I have used FotoSketcher  https://fotosketcher.com/  (Windows only! and can be very slow.)

    So I guess you are after a Plugin or External Editor that has presets- there could be many!
