Begins export but no progress

For several years, I will occassionally see an issue where, when I try to export a batch of photos, I'll get an export progress bar but no progress will occur. There will be three placeholder files in the export folder, but they are 0kb and are not able to be opened. The problem does not resolve itself. LR Classic does not freeze; I'm able to do other things in the program.

I have to cancel the export, quit LR Classic, then reopen and export again. The export works when I reopen LR Classic.

I have found no rhyme or reason to when/why this happens. Just a very annoying bug that persists across multiple Macs for multiple years and versions of LR Classic and MacOS.
