Issue:

Steps to reproduce:

Swith to "develop" tab
Only Hover over a slider: example "exposure"
Move the mouse

Expected result: The slider should not change unless you click and hold the mouse button
Actual result: The slider starts to change the value. For example increase or decrease the exposure

I have an update. Apparently it only happens when you use a Mask. In My Case, the select subject -> invert mask and when the mask is selected.
This is really bad! I have a client that is expecting their images by next Friday and Lightroom has become unusable!!! Where's the QA testing?!?!?!?!?

Is the actual exposure slider changing value, or is this an apparent visualization as you see something change in the image.

What I am getting at, when you mouse hover, does the mask overlay show up (when you had turned that off), and depending on overlay appearance/color, giving you an impression that exposure changed.

A video capture might help.

LR sometimes soils its preferences file, and resetting it can fix all sorts of wonky behavior. That article explains how to restore the old preferences if resetting doesn't help.
