Broken numbering system

The number system during import appears to be broken. Firstly I used to be able to set the "start from" which is now permanently greyed out. Second, at my work I have to use a specific numbering convention which consists of 

yyyymmddspecificinfo_0001 (the specificinfo) refers to the identity of the photographer

So now I am stuck at whatever number lightroom allocates but it gets worse. I use the "sequence 000x" sequence numbering from Lightroom and I check the 'example' and it appears correct. I then initiate the importation only to find the number is now  yyyymmddspecificinfo_0006_1 (1 being the sequential numbering) which is exactly what I do not want and there appears to be no way of fixing it.
