Can I / should I use Lightroom Classic on my new surface pro 7 rather than Lightroom cc?

I've been using a desktop with Windows 10 for photo editing, with files stored in it's hard drive. I recently switched from Lightroom CC and migrated my files to the Lightroom Classic version to my desktop, as I preferred some of the additional sliders in Classic. BUT, I just decided to get a surface pro 7 because of travel/ editing benefits. Now I realize there are the 2 choices again. Is there an issue of continuing Lightroom Classic on my new Surface Pro 7?  Will this make sense, so I can continue editing on the same LR version?

Another related question: I'll be using a Portable Hard Drive as needed when traveling.  I could transfer the stored photos to my main hard drive when I'm home. OR just keep them in the portable hard drive so poor lightroom deosn't have to search for them.   My guess is to use just one drive (e.g. portable for travel) for all LR edits done on my surface pro 7, then save final edits and eventually also save on my desktop hard drive?  Or does LR CC simplify all this, because it is cloud based? I use photoshop as well, but usually import into lightroom as a first step. Thanks.
