Can't import photos on first time use

I have just downloaded Photoshop Classic,

I go to Import and it comes up with the error "Some import operations could not be performed"

I have the latest version of Photoshop and Monteray OS. 

I have tried using a different editing software (Photoscape) to convert all of my RAW photos into JPG into a subfolder and those images I can Import.

I also tried importing some old photos from previous shoots and the odd one or two can be imported. 

I have also tried putting the images onto my harddrive and importing them from that which also does not work. 

Lightroom has Full Disk Access so it shouldnt be a permissions issue.
