Can't open Photoshop (or any external app) from Lightroom

Question

When I try to use 'Edit In' to edit a photo in Photoshop, PS gets stuck on the splash screen. I can't even open PS standalone if LRc is running as it hangs as well. If I stop LRc while PS is hung, then PS opens but says I have a GPU issue. PS opens fine without opening LRc first. I also can't open any other external editing app, like Nik, from LRc.

I've uninstalled and reinstalled both programs. I've gone back to a previous version of both. Nothing works!

To better assist you, I'd like to gather a bit more information: Does this issue occur with all images, or just specific ones?When did the issue first start? Was it after a recent update?Could you share your system information? You can find it by going to Help > System Info, copying and pasting the contents into a text file, and attaching it here.
