Can't save preset in Lightroom Classic

Help I am saving nwew presets, unfortunately there is no new katalog or preset.

Can you explain in a little more detail what you mean? When Lightroom Classic runs, it has a catalog open. you do not have to create a new catalog in order to save presets. Presets are saved in the develop module, in the left panel.
