Can't Sync with LR Mobile

I have the latest updates LR CC 2015.10.1. I  tried signing out and exiting LR and signing in again on mobile app and PC. I tried signing in from the "Getting started with Lightroom Mobile". I Tried "Joining" from the LR Mobile Preference tab. Still not able to sync files. I had been able to sync several years ago and those files still show on the mobile app. I also do not see an option to sync a new collection with mobile. I must be doing something wrong. Any help would be appreciated..

    Hi Barry if you go to this link and click the blue > icon next to LR 6 that will expand the tab. The latest update for windows is at the top of the list (347MB in size) and you should be able to download the patch an install manually. Ensure you are signed-in with your Adobe ID. before commencing the download.

    Update to the latest version which is LR CC 2015.12

    My Creative Cloud App and LR both say the latest update is LR 2015.10.1. I checked for updates from the Creative Cloud App. I tried downloading both LR and the Creative Cloud app from Adobe.com. I followed the instructions to update the preferences in the Creative Cloud.exe app. and restarted my PC. My PC meets the system requirements, e.g., Google Chrome, Intel Core i7 965 @3.2 GHz 64 bit processor, 16 G ram, plenty of disc space, Window 10, Dell U3014 Monitor, NVIDIA Quadro FX 4800 display adapter.

    So now my question is how to get access to LR CC 2015.12
