can't use LR

When I open LRC it pops up saying I need to go to help>manage my account. I did that, I even updated my subscription. It wont let me access the app in develop or import. I have tried restarting my laptop, I tried logging out and back into my adobe account. Can someone please help me regain access. Thank you

Is your copy of the Adobe Creative Cloud Desktop App, a.k.a Creative Cloud, running (very likely) and are you signed in
