Cannot create new catalogue in Lightroom Classic

Every time I try to create a new catalogue, I get a spinning wheel for a couple minutes and then nothing happens. It's like I didn't even select the command. I have uninstalled and reinstalled the program several times and restarted my computer.  I can use existing catalogues without issue, but no luck with creating a new one.

Try deleting your preference file

Thank you. Unfortunately, that has not worked either. I even uninstalled the program and reset preferences. Everything works, except opening a new catalogue.

Where do you want to create a new catalog and have you the (operating system) rights, to do so?

Please post your System Information as Lightroom Classic (LrC) reports it. In LrC click on Help, then System Info, then Copy. Paste that information into a reply. Please present all information from first line down to and including Plug-in Info. Info after Plug-in info can be cut out as that is just so much dead space to us non-Techs and it takes up vast amounts of scroll space making the reply less readable and less likely that others will bother with your post.
