Cannot process some kind of .heic images

Lightroom Classic 11.3.1 cannot process some kind of .heic images post-produced on my iPhone.

I cannot attach heic files in this post, so you can find here one that is not recognized by LR.

My LR 11.3.1 / Mac OS 12.4 imports the photo but shows "Lightroom has encountered problems reading this photo"P

My LR 5.3 (cloud) imports the photo and shows a preview but says, "The file appears to be unsupported or damaged":
