Cannot sync collections

The sync collections option no longer appears for me. When I right click a collection it does not give me the option to share/sync. When I create a new collection it does not give me the option to sync the catalog.

 

I recently moved everything to a new computer, I followed the lightroom queen guide. I only have 1 catalog. If I click the cloud icon in the top right I see that local activity is synced. 

 

Do I need to specify a location for "Lightroom's Synced images" in prefs? I'm only using 700MB of sync but I've previously shared about 2k images so perhaps I just need to refresh/relink something?

Renaming ".... Sync.lrdata" file fixed this for me.

Not sure how to edit.. meant to say "sync the collection" in the first paragraph.
