Cannot target a collection LR Classic 14.3.1

I cannot target a collection. The options when right clicking a collection do not include making it a target. I've done all the Adobe suggested fixes and nothing works. Suggestions?

OS is Windows 10, Lenovo laptop.

OK, now it is clear. I created a collection "set" instead of a plain collection. That's why I couldn't target it. Again, sorry for the mess.

Make sure you're right-clicking a regular collection (icon ), rather than a collection set (icon ) or smart collection (icon ).

I have no idea why it is happening, but the choice to 'target' the collection is working. Why it did not before I can't say. Perhaps rebooting a few times after trying Adobe solutions was what did it. Sorry for the babbling. I should have waited a couple of days.

Please post a screenshot of what you do get when you right-click on the collection. Also mention what "all the Adobe suggested fixes" are, so people do not waste their time and yours suggesting something you already tried unsuccessfully.
