drive died with the catalog on it, but it's all in the cloud and the picture files are on another drive- how do I restore the cloud catalog to a new hard drive and new version of Lightroom classic?

Lightroom-Classic catalogs and Lightroom Catalogs are totally different and not interchangeable.

Lightroom-Classic catalogs must be locally stored, and if you have deleted it you only option is to restore from a Backup of the catalog.

Lightroom 'Catalogs' are not something you can control or access- they only exist (unseen) in your Adobe Cloud space.

For LrC only:  RESTORE A CATALOG FROM BACKUP

If you have no backups of the LrC Catalog you will need to build a new Catalog from the image files that exist "on another drive".

LrC can download full-size files from the Cloud (ie. images added/ imported direct to Lightroom) to a new 'Synced' LrC Catalog, but if you only ever synced photos to the Cloud FROM LrC then only proxy smart preview files exist in the Cloud and will not restore to LrC- unless they can 'match-up' with the originals you import from "another drive".  Complicated.!!!

    Regards. My System: Windows-11, Lightroom-Classic 15.3, Photoshop 27.5, ACR 18.3, Lightroom 9.3, Lr-iOS 10.4.0, Bridge 16.0.3 .

What is all in the cloud? Your catalog file itself is not stored in the cloud (unless you mean something like OneDrive and not the Adobe cloud, what cloud are you referrring to?)

I can access the catalog on my iPad and phone- so the catalog must live somewhere I can access it to put back on my computer right?

You can access the cloud version of your edited photos, not the catalog.

Were the photos shared to the cloud by Lightroom Classic? Or were they shared to the cloud by Lightroom? Or were they shared to the cloud by Lightroom Mobile? Or something else?
