Does any one know if it's possible to make the output from https://color.adobe.com/create/color-wheel watch the color grading tool. For example input the # code into the grading tool?

Thanks.

I don’t think it’s possible that way. The Color Grading panel seems to be designed to make relative HSL adjustments, like the traditional color grading wheels used in professional video editing.

If you want to color grade using a specific color value, it can be done using a LUT-based raw profile. Design the color grade in Photoshop using a Gradient Map adjustment layer (important: not a Gradient Fill adjustment layer, that’s different), place color stops along the gradient map as needed using any specific color values, export that as a LUT, then use Camera Raw to create a raw profile based on that LUT. Any raw profiles you create in Camera Raw also show up in Lightroom Classic.

If you need more details on that process, the video below should help (mostly starting at 4:14).
