Copy - Paste Settings

I have recently encourted this problem in Lightroom. 

I copy the exposure, color temprature etc. (Command C)

I then paste it on a set of images (Command V) 

The first time I hit command V it is not applying. The second time I hit command V it will finally apply. 

I have reset Lightroom Classic and it is still doing this to me.
