I am trying to open Lightroom for the 1st time in a week or two and it says my catalog is corrupt and can nt be used until it is repaired at which point it starts to repair then says "assertion failed". Everythong is updated too. Photoshop is being stupid too saying the generator cant run and to allow it through the TPM and enable port 8010. Never had any issues prior to now and I havent changed any settings anywhere. Running Windows 11.

Restore a recent backup of your catalog file.https://www.lightroomqueen.com/restore-backups/

Corrupt catalogs are almost always caused by hardware malfunction, most likely the hard disk. You need to run deep diagnostics on your hard disk. Another possible cause is storing the catalog in a folder that is linked to the "cloud" (such as DropBox or Google Drive or other similar).

You might need to restore the catalog from a backup. You can try to see if you can start Lighroom Classic by holding the option key while starting it and seeing if it will repair the catalog (check the test integrity checkbox) but it does sound like your computer has much more serious issues. The warning you get for Photoshop is very strrange and indicates a security issue on your machine.
