Crop tool is malfunctioning

I have downloaded the lates version of lightroom cc, the crop tool is malfunctioning.

Please explain further, exactly what are you doing and what happens that is a "malfunction".

 

Please state whether you have Lightroom (Lr icon) or Lightroom Classic (LrC icon). Please provide the version NUMBER (saying it is the "lates [sic] version" is not sufficient, we need the version NUMBER)
