Custom crop is not working

When I try to do a custom crop, it will not allow me to drag the handles to any custom size, it just reverts to the origina crop size.  Has the crop process changed from the previous versions where Seleting Custom, then dragging the handles could create any crop size?

And you locked in the "original" aspect ratio-

Click on the lock icon first, so it opens. If the lock is closed, then the aspect ratio is locked.

No changes to crop.

Please share a screen capture where we can see the crop setting as well.

Here are step by step screen captures:

Opened photo to crop, selected Custom, dragged across middle third to get panorama of horizon, last image is the result.
