You should be able to!

You change the order of stacked photos in Library Grid view, or in the Survey view.

1. Select one photo visible in the Survey screen

2. Right-click

3. Choose Stacking > Move to Top of Stack, or another option-

As a tip for anyone who hasn't discovered it - I find it very convenient - there's another way to do the same thing, using the Filmstrip - assuming that is showing (and 'badges' are turned on, and the thumbnails are sized large enough to show these badges).

The badges show e.g. "1of4", "2of4" etc. Clicking on the #1 image's badge (which remains visible throughout) expands / collapses this particular stack within the Filmstrip. Clicking on the badge of any other image in this stack, promotes that image to #1.

Also found out that you need the preference setting "ignore clicks on badges" in the filmstrip to be unchecked/disabled!!

Was trying to get this to work unsuccessfully for few minutes, then I realized I normally have this set so I do not click on them when the filmstrip thumbnails are small.
