Problem: Develop Changes Not Stored inside JPEG

Edit | Catalog Settings... | Metadata tab |
check "Include Develop settings in metadata inside JPEG, TIFF, PNG, and PSD files"
check "Automatically write changes into XMP"
Edit | Preferences... | General tab |
check "Treat JPEG files next to raw files as separate photos"

I have a single JPG file in a folder which I import into Lightroom Classic.
I change the temperature of the JPG file.
I close Lightroom.
I open Lightroom.
The JPG file shows the edited temperature change.
I "remove" the folder from the library.
I import the folder into Lightroom.
The JPG file shows the original temperature - not the temperature change.
I thought "Include Develop settings in metadata inside JPEG, TIFF, PNG, and PSD files" would result in Develop changes being stored in the JPEG. Specifically, I expected a change to the JPG temperature metadata value. The same situation holds for exposure, saturation, and other changes. The Develop changes seem to be stored in the catalog - not in the JPEG. By-the-way, no XMP file was created.
Why?
Thanks in advance for the feedback.
