Develop module disabled in LR 6.0 Is there any workaround?

I only use my lightroom 6.0 a few times a year and a few weeks back it didn't want to start.
I reinstalled from the download from my Adobe account. But now the develop module is disabled.
It first said I had to sign out and then in again. But now it wants me to sign in to the creative cloud. Which to my knowledge is subsricption based.

The subsription based version is not something I want to buy with this little usage.
Is there somehow I can get the develop module to work again as I had paid for?
