Drag & Drop import not working

The issue began a couple of updates ago, can't remember which one specifically.

Whenever I try to Drag&Drop into the library the cursor turns into the "na-ah" symbol (circle with diagonal line across it) and a whole lot of nothing happens.

Used to work just fine and nothing in my behavior changed.

version in 7.3 (Classic CC of course).

Here is a link to a recording of the issue (done through windows step recorder).

Thanks in advance for any help or leads on the issue.

    I tried it, but it didn't seem to help. So I went all out on the permission setting on both explorer and LR, and now it kinda works. Why kinda? because YOU HAVE TO release the drag in library (known) AND ON TOP of another picture that's already there (new?). if you try to release the drag on top of an empty space in the gallery this DOES NOT work.

    Thanks for giving me the permission lead and I hope this helps someone in the future.
