I set up dropbox to back up my photos and now my catalog and photos are missing

Dropbox has a feature that you see files locally but stores in cloud to save space on your local computer.  It is called smart sync. It sounds like it is truned on. I keep 1 of my machines wioth 20 tb of staorge so i always have files availably locally and in cloud.

If you have the dropbox program operting it marks your files on ( from within finder or explorer) with different icons so you can easily see status of files.

If Dropbox has not left a Full-Size original on your hard-drive (and NOT just a link to the file in Dropbox), then yes- your files will appear as missing.

Lightroom-Classic can only work with the original files and the Catalog 'Local' in your system.

Do some research about Dropbox options.
