Edit in Photoshop from Lightroom Classic CC Doesn't Work

I have Lightroom Classic CC Version 7.4 and the Edit in Photoshop option is not active even if I have Photoshop open.  My Photoshop CC Version is19.1.5

    Check that the image you have selected isn't 'missing'. If you are using smart previews, you may not have noticed that. Lightroom can only send the original, not a smart preview.

    Thank you, that is probably it. I'm having issues with photos missing.
