Error "CryptUnprotectData" when authorizing Flickr in publish services

Hello,

After my latest update of Lightroom classic CC I am unable to publish photos and the app return the message saying there is CryptUnprotectData error.

I tried to remove the service and added it back again, things went well through Flickr authorization page and I can click Authorize in Flickr but when get back to Lightroom the app return the error message again, no matter how many times I tried I have the same result.

I also tried to remove Lightroom (remove all data preferences) and reinstall but same error happened.

Please help on this.
