Error message when exporting from LIghtroom to Photoshop for editing

After upgrading both Lightroom and Photoshop to the most current versions, when I select 'edit in Photoshop' while in Lightroom, Photoshop opens with an error message that says "layer via copy is not available." If Photoshop is not open I do not get this error message.

But it consistently happens every time I try to edit in PS from Lightroom.

Once I clear the error message, the image opens normally. But this should not be happening, did not happen in the past, and is a pain and time consuming to have to clear each time.

Windows 11, LR Classic 11.5, PS 23.5.1

Suggestions for fixing this would be appreciated. Thanks.

When the 'link' between Lightroom Classic and Photoshop has issues, one of the first things to try is this:
1. Use the Adobe Creative Cloud application to uninstall both Photoshop and Lightroom Classic, and when asked, keep preferences. 
2. Install Photoshop first, then Lightroom Classic. 
Better?

If Photoshop IS ALREADY OPEN I do not get this error message...only if it's closed does it appear.
