Exporting or Exporting to Previous now requires an extra step?

I have used Lightroom Classic for a while and upon exporting a file to a folder on my computer, I choose "Export To: Specific Folder" and select the folder and export it (all my other settings are always the same). After the first, I can then just select "Export with Previous" afterwards and it will send it to the same location. For some reason now, when I choose either of these options, it then just takes me to Finder to select a location (even though I have chosen export to: specific folder and chosen that folder already) and when I select it again, the button at the bottom of finder to complete the export says "Open." I don't know why there's an extra step and i've checked the settings and can't figure out what i'm missing. Can anyone help with this?
