Description of Issue: In previous versions of Lightroom Classic (e.g., v14), users could adjust exposure using the keyboard shortcuts ("+" and "-") while simultaneously hovering over a preset in the Develop Module to see the dynamic preview. In the current version, these keyboard shortcuts are unresponsive while the "Hover preview of preset" is active, preventing real-time evaluation of the preset's effectiveness with exposure adjustments.

Step-by-step Reproduction Instructions:
- Open the Develop Module.
- Move the mouse cursor over any preset in the Presets panel to trigger the "Hover preview" on the main image.
- While keeping the cursor over the preset, press the "+" or "-" keys on the keyboard to adjust the exposure.
The Expected Result: The exposure should increase or decrease in real-time, allowing the user to see how the preset looks with different exposure levels before applying it.
The Actual Result: The exposure does not change. The keyboard shortcuts for exposure are ignored as long as the mouse is hovering over a preset.
