Subject: Exposure shortcut keys (+/-) inactive during Preset Hover Preview

Description of Issue: In previous versions of Lightroom Classic (e.g., v14), users could adjust exposure using the keyboard shortcuts ("+" and "-") while simultaneously hovering over a preset in the Develop Module to see the dynamic preview. In the current version, these keyboard shortcuts are unresponsive while the "Hover preview of preset" is active, preventing real-time evaluation of the preset's effectiveness with exposure adjustments.

Lightroom Classic Version Number: 15.4.1.
OS Version Number: macOS Sonoma 14.7.5 (23H527)

Step-by-step Reproduction Instructions:

  1. Open the Develop Module.
  2. Move the mouse cursor over any preset in the Presets panel to trigger the "Hover preview" on the main image.
  3. While keeping the cursor over the preset, press the "+" or "-" keys on the keyboard to adjust the exposure.

The Expected Result: The exposure should increase or decrease in real-time, allowing the user to see how the preset looks with different exposure levels before applying it.

The Actual Result: The exposure does not change. The keyboard shortcuts for exposure are ignored as long as the mouse is hovering over a preset.
