Flagging, rating, color flags Preset between library & develop module

So I tried to get this issue dealt with as a bug, but apparently, it's not so it is something that Adobe recommended to add.

This is something that was in the older versions of LR where at the bottom above the film strip permanently has the flagging, rating, and colors locked. I've tried creating a "preset" that has those marked (plus did that with a specialist) but none of those ratings stay between the library and develop module or when you close/open LRC again.

Yes I've tried with the padlock. Essentially I would like to not have to turn on/off the filters to make them active every time.

I don't understand. How would you not turn on a filter and still have it active? The closed padlock will keep it active, even over a restart.

I am not sure I understand your request, but if you have active filters and look at the filter bar in the Library grid, then you will see a small padlock icon at the very right side of the bar. Click on that icon if it shows an open padlock. See if that fulfills your request.
