Folder Starts With XXX does not work in smart collection

Using Lightroom Classic CC with all updates if I create a smart collection with the rule

Folder Starts With XXX

no photos appear in the collection. If I change the rule to Contains instead of Starts With the expected photos do appear in the smart collection. There definitely is a folder whose name starts with XXX. I have tried different folders and have tried recreating the smart collection several times. What am I doing wrong?

    Is there a space before the triple X in the folder name? Like ( XXX)

    No, there is no leading space in the folder name. The first folder I tried was named _Import. I thought the underscore might be a problem so I tried several other folders, such as American, whose name contains only letters and I have the same problem.
