Hand tool mostlz broken - it doesn't sense the mouseup event

The lastest version, 12.4 (and I think the version before this), has an annoying bug. The hand tool often doesn't receive the "mouseup"event which causes the stuck hand tool - even if the user releases the mouse button, the hand tool keeps panning the image. Another click and another release solves the problem (in most of the cases).
