Healing brush settings are not getting pasted on another image in Lightroom and Camera RAW

Although Adobe confirmed the problem in an email on April 18, the issue has not been resolved.
Description of the issue:
Duplicate any RAW file on your computer, open both files in Lightroom Classic, Camera Raw, or Lightroom. Make several adjustments using the healing tool, then copy and paste those adjustments into the second file. Compare the files—they are not the same.
