I have disconnected the cloud, is it something to do with that? I get photoshop updates as normal

By that, do you mean that you have signed out from the Adobe Creative Cloud Desktop App?

Hi. No, I`m logged into the desktop app, but there is no option for an opgrade there.

In the same app it also sys download Lightroom, but I already have Lightroom Classic installed, so I guess that isnt an option?

Lightroom and Lightroom Classic are different applications. the one called Lightroom is the cloud centric one.
