Hi sync issue lightroom->cloud/Lightroom mobile

hi, lightroom do not want to synchronize photos with cloud and LM, the computer shows synchronization, the wheel is spinning, but it has not been synchronized for several days. I dumped the photos to the hard drive and into Lightroom, created an album, started the backup to the external drive and ... and i deleted the photos from the hard drive (i think sync may not have completed before) retouched photos are not visible in the target file. re-downloading the photos to the folder didn't help. Albums are not visible  on the website and in the application. what could it be? where is the problem with synchronization?
