how can i create a book cover with text and a background photo in the Book Module?

I want to make the cover of a book with text and a background photo.  I thought this would be done by making the cover a text page and adding a background photo, but i can't find the option to make the cover page a text page anywhere.  Can someone helop?  Thanks.
