How did they do this? Custom Presets

I came across this company a few days ago and was interested in their product. I would love to make similar one for myself but not sure how the did this? Looks like they have taken transparent psd/png and made them available via the adjustment brush as a preset so users can quickly add rain/fog/bokeh/more to their images. Anyways would anyone know how to do something similar?

Each preset defines the mask of the adjustment brush to be hundreds to tens of thousands of dabs of various sizes. Combined with local-adjustment settings, this creates the effect of stars, snow, etc. Almost certainly these presets were created by a program (a very clever program).

The LR user interface doesn't let you store adjustment-brush settings in a preset, but you can do it by editing the text of the preset's .lrtemplate file: Can you save Local Adjustments such as brush strokes in Lightroom?

It begs the question as to why Adobe hasn't provided this capability with at least with some pre-built Develop presets. The pat answer is that you should use PS for creating these types of "effects," but obviously it can be done using LR only.

So what's the downside? Do these presets create any performance issues due to applying 10,000 or more local Adjustments Brush dabs? I checked the XMP file for an image with just Global adjustments applied (Basic, Detail, Lens Corrections) and it is 8 KB. With numerous Local Adjustment Brush dabs (~100) applied the XMP file increased in size to 244 KB, which is ~30x bigger. Since this XMP data is stored in the LR Catalog file for every image file, might it eventually cause performance issues? I don't know for sure, but it seems likely.

Perhaps this may even explain why some people are complaining about performance issues with system that others are using with no issues.

It may be one factor. One of my plugins experienced severe slowdowns which seemed to be caused by LR accessing the VCSO presets.
